The West Contra Costa Integrated Waste Management Authority is a joint powers agency created by the Cities of El Cerrito, Hercules, Pinole, Richmond and San Pablo, California to implementation "AB 939" which is a State law requiring a good faith effort at reducing the amount of material going to landfill by 50%.

Board Meetings are generally held on the second Thursday of each month (except August) at 7:00 PM at the San Pablo City Hall Council Chambers at 1 Alvarado Square, San Pablo. City Hall is adjaccent to Yardbirds Hardware Store and the street address is 13831 San Pablo Avenue (nearest cross street is Church Lane).
