As Executive Director, Peter Holtzclaw manages the Authority to provide competitively priced diversion and disposal services for its member agencies and ratepayers, and by doing so comply with associated state laws and mandates. This includes managing the Authority’s Post-Collection Activities contract with Republic Services. Peter has more than 30 years of experience in solid waste and recycling, having managed more than a dozen Materials Recovery Facilities (MRFs), transfer stations, landfills, and compost plants. He has also served as Berkeley’s Solid Waste Division Manager and San Francisco’s Recycling Programs Manager.

He has B.A. degree from the University of California at Berkeley.

Reka Abraham

Recycling & Household Hazardous Waste Program Manager

Reka Abraham is the Recycling & Household Hazardous Waste (HHW) Program Manager for the West Contra Costa Integrated Waste Management Authority/RecycleMore.

As the Recycling & HHW Program Manager, she works closely with Member Agencies and Franchised Haulers to meet State recycling and waste disposal requirements, as well as creates programs to aid residents in diverting unwanted items from landfill, in this jurisdiction.

Reka has experience in managing solid waste programs in Canada and a background in waste consulting in the San Francisco Bay Area.

Reka has a B.S. degree in Environmental Practice from Royal Roads University.

Lisa Borreani

Lisa Borreani is the Outreach Program Manager for the West Contra Costa Integrated Waste Management Authority (RecycleMore). In this role, she leads the public outreach and education programs for recycling, solid waste, and household hazardous waste, as well as oversees the website including the online recycling guide and all content creation for the Authority.

She has a B.A. degree in Advertising from San Jose State University.

Webster Quoc Nguyen

Webster Quoc Nguyen is the Outreach Coordinator for West Contra Costa Integrated Waste Management Authority (RecycleMore), since November 1, 2022. As the Outreach Coordinator at RecycleMore, Webster supports the team in providing public outreach and education programs for recycling, solid waste, and household hazardous waste.

Webster has worked as the Visual Arts Coordinator at the RYSE Youth Center, in Richmond, CA, a substitute teacher in the Oakland Unified School District, Arts Educator with organizations such as Edventuremore and Power of Hope, as well as a practicing artist with a focus in print media.

Webster is an Irwin Scholar and an Eduardo Carrillo recipient with the University of California, Santa Cruz, co-publisher of Section 8, a poetry book based off the experiences of local Richmond artist and educator Tj Sykes, and an arts education advocate throughout the Bay Area.

Outside of work, Webster is a proud parent to two cats and two dogs who dreams of one day owning an art studio, a farm, a pet rescue, and of course a free little library.

He has a Bachelor of Fine Arts in Community Studies and Visual Arts from the University of California, Santa Cruz.

Rachel Dice

Recycling & HHW Coordinator

Rachel Dice (she/her) is the Recycling & HHW Coordinator of West Contra Costa Integrated Waste Management Authority/RecycleMore. In this role, she assists the Program Manager with ensuring that residents and businesses throughout the RecycleMore jurisdiction are able to meet state requirements relating to waste and hazardous material disposal.

Rachel previously worked as a Public Outreach Fellow at RethinkWaste in San Mateo County where she was focused on educating the public about waste issues and proper sorting, expanding the availability of recycling and composting services in public areas, and leading tours of the recycling facility.

During her undergraduate career, she interned with the global health nonprofit Direct Relief and worked as the Outreach Coordinator for the student-run compost and garden department.

Rachel is a certified Zero Waste Associate through Zero Waste USA.

Rachel holds a Bachelor of Arts from the University of California, Santa Barbara in Political Science & Communication with a minor in Poverty, Inequality, and Social Justice.

In her free time, Rachel enjoys going to concerts, meeting with her book club, and spending time with her family and friends, especially her German Shepherd, Milo!
