HOUSEHOLD HAZARDOUS WASTE PROGRAM METRICS ANALYSIS REPORT & PRESENTATIONS

The West Contra Costa Integrated Waste Management Authority (WCCIWMA) and its contractor, West County Resource Recovery (WCRR) a division of Republic Services, operate one of the most robust Household Hazardous Waste (HHW) programs in California. These programs provide household hazardous waste services to service area residents.

Review of Household Hazardous Waste Program Expenditures for the Years 2014-2018

Operations of the household hazardous waste program began on January 1, 2014 and the Authority and WCRR entered into an agreement regarding budgeting and expenditure limits in January 2019. The purpose of this review was to determine if the expenses incurred by WCRR for the household hazardous waste program for the years 2014-2018 were reasonable, accurate and consistent with the 2019 agreement.

As part of this review, Municpal Resources Group (MRG) reviewed program expenses, including salaries, vendor payments, allocation calculations, and other relevant documentation. With some minor adjustments, overall, MRG found WCRR reported expenses to be reasonable, accurate and consistent with the agreement. Additionally, MRG found several areas where adjustments to budgeting and reporting techniques could improve the annual expenditure review process and provide additional information to decision-makers during the annual budget development process.
