The Post Collection Agreement (PCA)
The PCA document is for the post-collection recycling and disposal services between the West Contra Costa Integrated Waste Management Authority and West County Resource Recovery, Inc.; West Contra Costa Sanitary Landfill, Inc.; Golden Bear Transfer Services, Inc.; Richmond Sanitary Service, Inc.; and Keller Canyon Landfill Company, Inc.

Side Letter of Agreement: Budget and Balancing Account for Household Hazardous Waste Operations
The Post-Collection Agreement (PCA) includes Household Hazardous Waste (HHW) services to be provided by Republic Services. The PCA include provisions for an annual HHW budget for operation and administration of the HHW programs provided by Republic as part of the PCA. The PCA does not include provisions for a balancing account. Rather than negotiate with Republic Services each year on the specifics of the HHW Budget, and because there are no provisions for a balancing account in the PCA, RecycleMore entered into a side agreement with Republic Services in January 2019.
As required by the HHW Side Letter Agreement, the Authority completed a review of actual Household Hazardous Waste (“HHW”) program expenses for the years 2014-2018. The independent “Review of Household Hazardous Waste Expenditures for the Years 2014-2018” was conducted by Municipal Resources Group (“MRG”).
Based on the review of the MRG expense review and WCCIWMA Board direction in September 2019, the First Amendment to and Restatement of the Side Letter accomplished the following:

Provision of Household Hazardous Waste Collection and Disposal with the City of El Cerrito
This agreement is between the City of El Cerrito, West Contra Costa Integrated Waste Management Authority, and West County Resource Recovery, Inc., Regarding Provision of Household Hazardous Waste Collection and Disposal Services to the RecycleMore Service Area, and Other Qualified Residents at the El Cerrito Recycling and Environmental Resource Center.

Agreement for Household and Small Quantity Generator Hazardous Waste Services for unincorporated Contra Costa County
The agreement between West County Resource Recovery, Inc. (WCRR), Contra Costa County, and RecycleMore has been formulated to provide Household Hazardous Waste (HHW) and Conditionally Exempt Small Quantity Generator (CESQG) services to nearby Unincorporated West County communities at no cost to Authority ratepayers.
